Concurrently, the "2024 Residential Project Quality Enhancement Seminar in the Lingang New Area" was also held, aiming to further solidify the primary responsibility of construction units and the main responsibility of design units for the quality of new residential projects within the Lingang New Area's integrated industrial and urban development zone, and to drive the improvement of building quality and the construction of satisfactory residences for the people.

The participants of this meeting include the Shanghai Engineering Construction Quality Management Association and relevant functional departments, multiple development entities, construction units, consulting units, insurance units and related enterprises. The meeting agenda includes reading out the activity plan for the "Quality Month", releasing the implementation plan for "Quality Control of New Residential Engineering Design", and releasing the guidelines for "External Wall Insulation Integration", etc.

The integrated exterior wall insulation technology enables the integration of structural and insulation functions, industrialization, and the synchronization of service life. It effectively addresses issues such as the hollowing and detachment of exterior wall insulation, as well as potential fire hazards. This technology promotes the coordinated development of building industrialization and building energy conservation, aligning with the fundamental national policy of "energy conservation, consumption reduction, emission reduction, and environmental protection". After three rounds of rigorous expert reviews, the "Engineering Quality Management Guidelines for the Integrated Exterior Wall Insulation System" and the "Operation and Maintenance Manual for the Integrated Exterior Wall Insulation System" (hereinafter abbreviated as the "Guidelines" and the "Manual") were successfully compiled.

During the conference, Fang Zhangcong, the president of the Shanghai Engineering Construction Quality Management Association (Lingang), expounded on the "Guidelines" and the "Manual" from multiple dimensions, namely the compilation background, the compilation journey, the compilation principles, the compilation framework, and the distinctive highlights. The "Guidelines" were meticulously developed in accordance with relevant national and local standards and specifications. Through the comprehensive summary of a wealth of practical experiences from numerous project engineering cases, the elevation of quality management to quality guidelines represents a pioneering effort in Shanghai. Simultaneously, the "Manual" stipulates that in addition to national standards, materials should be supplied by system providers and must be consistent with the filing records. This initiative is a groundbreaking move across the nation.
