In order to promote the high-quality development of the construction industry in the Lingang New Area, create a good atmosphere where the government, enterprises, and the public attach importance to and care about quality, and improve the overall level of construction project quality in the area, the "2024 Lingang New Area Construction Project Quality Month" themed activity and the launch meeting of the residential project quality improvement action "were held on September 25, 2024 at the Dishui Lake Hall on the second floor of the Lingang Center in the Lingang New Area of Shanghai. In order to further consolidate the primary responsibility for the construction quality of new residential projects within the scope of the integration of industry and city in the Lingang New Area and the theme responsibility of the design unit, the "2024 Lingang New Area Residential Project Quality Improvement Seminar" was held at the same time, aiming to promote the improvement of building quality and build good houses that satisfy the people.

The guests attending this conference include the Shanghai Engineering Construction Quality Management Association and related functional departments, multiple development entities, construction units, consulting units, insurance units, and related enterprises. The meeting process includes announcing the "Quality Month" activity plan, releasing the implementation plan for "Quality Control of New Residential Engineering Design", and releasing the guidelines for "Integrated External Wall Insulation".

The integrated technology of external wall insulation can achieve the integration of structure and insulation function, industrialization, and same service life, eliminate the hollowing and falling off of external wall insulation and fire hazards, promote the coordinated development of building industrialization and building energy conservation, comply with the basic national policy of "energy conservation, consumption reduction, emission reduction, and environmental protection", implement the building policy of "applicability, economy, safety, green, and beauty", and is also an important means to achieve sustainable development of the construction industry. In order to better ensure the engineering quality of the integrated external wall insulation system, led by the Shanghai Engineering Construction Quality Management Association (Lingang), more than ten units including material manufacturers, construction units, construction units, and supervision units were organized to form a compilation team, which conducted research on multiple construction projects, participating units, and property companies. After three rounds of expert review, the "Guidelines for Quality Management of Integrated External Wall Insulation System Engineering" and the "Manual for Use and Maintenance of Integrated External Wall Insulation System" (hereinafter referred to as the "Guidelines" and "Manual") were finally compiled.

During the meeting, President Fang Zhangcong of Shanghai Engineering Construction Quality Management Association (Lingang) interpreted the Guidelines and Manual from several aspects, including the background, process, principles, framework, and highlights of the compilation. This guideline is formulated based on relevant national and local standards and specifications. After a large amount of project engineering practice experience, quality management has been elevated to a quality guideline, which is the first of its kind in Shanghai. At the same time, the Manual emphasizes that materials should be provided by system suppliers in standards other than national standards, and should be consistent with filing, which is the first time in the country.
